Posted: 03 Dec 2012 08:54 AM PST Wish I can stop writing about the Home Ministry but I just can't. Too many boiling issues, so much craps going around. Maybe it applies elsewhere too, especially when ministries and other government agencies overlooked into certain policies. Yeah man, some policies did work well but there are also rags and rubbish alongside some. KDN, the Home Ministry for instance should develop a new skill in its management. Also, subscribing to a new mindset to its approach as to sharpen its key personnel with the right knowledge and attitude. I don't want to blame Hishamuddin. As a minister and Umno vice president, he is just too busy as he got to attend to other things as well. I just hope he has more 'hands on' on the ministry's major policy, especially with regards to foreign workers, human trafficking, security and police matters. We have a ministry secretary-general who only works on the minister's words, directive and approval. Can't even decide on small and simple matter, i.e issuing a brief media statement on non-policy matter or what is his priority! Read this news by New York Times: "Malaysia must punish the recruitment agents accused of forcing more than 100 foreign women to work as domestic help without pay and enforce laws to protect migrant workers, the Indonesian Embassy in Kuala Lumpur and a migrant workers' support group said on Monday."Actually, there is no specific guidelines by the ministry on intakes of foreign workers. While we try to please a country by allowing their workers to come and work in Malaysia (in the case of Malaysia-Bangladesh G-to-G agreement signed last week, we forgot the fact that a few hundred thousands Bangladeshis are 'strayed illegal immigrants' for overstaying, without job and other security (refer to my earlier posting Bangla come, Bangla stay). Our policy thus far is to cater to the needs of the manufacturing, plantation, services, infrastructure and other industries. Each time they apply for foreign workers, we approve it. So, everybody is happy. However, we didn't bother to monitor the foreigners. What happens to them next, especially when their contract ends, is none of our business. And under the latest G-to-G package, what is the guarantee that the Bangladeshis will remain loyal to their employer, would not run away and will return at the end of their contract? "The case is the latest in a series of episodes involving Indonesian domestic workers that have at times strained diplomatic relations between Indonesia and Malaysia. Last month, two Indonesian domestic workers reported that they had been raped. One alleged that she had been raped by three police officers, while the other woman said her employer had raped her..."We are too ignorant, too proud of our 'junk achievement' and lazy to take up new task. The 6P program, for the record was done abruptly without any 'trial period'. Too many heads were involved, each and every one with different style and approach. In the end, the result was below satisfaction. Why? Its already a 'stigma' among some ministers and senior government officials to avoid close contact with the public who knows better the actual situation on the ground. We will never recognise any feedback from them as it would require us to look into it, investigate and report it to the highest authority. In this manner, everything we have done is considered perfect. The minister is happy, everybody involved is more than happy. On the ground, however, problems are not solved! Why can't we learn to accept criticism, and why are we so proud to listen to good proposals from people on the ground? Just because we are ministers and senior officers, we have the best brain, others are donkey. "We will send a diplomatic note to the Malaysian government asking for tough punishment against them," said Suryana Sastradiredja, a spokesman for the Indonesian Embassy, referring to those alleged to be the perpetrators in the Klang case...This is another issue. We want a strong and good diplomatic relation with them but we ignore the simplicity in solving the issue, proposed by those outside the ministry and the government. So, what are we? Mr Perfect, all of us? PM Najib, DPM Muhyiddin, Hisham and others should be more open in accepting views from others. We must cater to the need of the industry, yes but we must also prepare a standard guideline in employing foreigners. Bringing them in is easy but to keep track on them is much more difficult than scanning a tumor in the head. Lots of broken link here need special attention from all parties involved. How are we going to implement the RCI for Sabah if problems in the Peninsula gets bigger and more complicated? Open up your mind, please! We have millions of foreigner in the country, some of whom have settled down for decades. With them are the aged and children. They opened up their own settlement of a few hundred houses here and there to the extent that the police, Rela and immigration officers are so afraid to go near them! Well... as our duty is only to bring them in, I guess its forgiven. I wonder if those at KDN, Human Resource Ministry and related agencies got ears to listen! Some ministries are better off without ministers and senior officials. A 'mandor' can handle it best! Look closer at KDN's logo. No wonder someone loves 'keris' so much! |
