I have met some of the Moro folks involved in this deal. The talk is the Bangsamoro are not entirely satisfied but n'theless there appears to be genuineness on the part of President Benigno Aquino to achieve a lasting peace with the Bangsamoro. There are already some "threats" here. This is not a full fledged peace agreement. It is only a "framework for agreement". I dont know what that means really. The "framework" is now with the MILF (Moro Islamic Liberation Front). The old agreement was with the MNLF or the Moro National LIberation Front. The news report says that the "MILF is a breakaway of the MNLF." So we can assume that the MNLF is not involved in this agreement. Here is the question : does the MILF represent ALL the Moros? Explanations vary. The MILF - more Cotabato (Kota Batu) based - represents about 2 million Bangsamoro. There are about six million Moros in the Southern Phillipines. (Lets not forget the Bajaus in Sabah are also Moros.) The MNLF is not involved in this peace deal. Lets hope for the best. Folks say it is a type of quasi autonomy but the money (which really makes the world go round) will still come from Manila. This is where the threats lie. There is no guarantee that 1. the money will always flow or 2. that Manila will always have money to spare. And in Phillipine politics, this agreement can be seen as being 'person to holder' ie President Benigno Aquino. If he is no more in Office will the next President care too much about the agreement? When Gloria Macapagal Arroyo became president in 2001 she removed Nur Muhammad Misuari (the former head of the MNLF) as Governor of the Moro Autonomous Region. In 2007 she had Misuari arrested and jailed. He was released in 2008. This is because the Brits are often not sincere. They have their own ideas of what the barefoot natives should be doing. Living in peace and harmony is not always top priority. The Moros seriously need useful education (in English because the rest of the Phillipines speaks English) and skills training. We can help them here. It will be a long term investment in peace, stability, future trade and prosperity. |
