Puspakom Suffers The Al Bukhari Syndrome

The Star had it in large enough type today.

  • Syndicates cashing in on loopholes in Puspakom's vehicle inspection booking system, forcing many individuals to the back of the line.
  • SYNDICATES are cashing in on the weaknesses in Puspakom's vehicle inspection booking system.
  • The syndicates, with the aid of their runners, are preying on individuals who do not want to go through the "hassle" of a tedious inspection process while also dictating the routine inspection queue for vehicles at the inspection centres.
  • The presence of an increasing number of runners or touts has not gone down well with the public, especially vehicle owners who feel the touts have taken control of operations at these centres.
  • Starprobe checked out three Puspakom centres — Desa Tun Razak Industrial Park in Cheras, Padang Jawa and Taman Alam Megah, both in Shah Alam — and found that the touts call the shots daily at these centres.

I think you get the picture. This seems to be a perpetual problem at Puspakom.  The unsuspecting public is bullied into paying 'processing fees' to speed up their vehicle inspection. If they dont pay, then they have to wait 12 hours or days. Then their vehicles will not pass the inspection test. 

Obviously there is rampant corruption going on. In situations like this, it implies that the place is "fully wired". The touts are connected to their taikos who are connected to the people inside. The loot has to be put into a pool and then shared among everybody. 

There must be a bookkeeper, an accountant of sorts, the money runner, there must be calculations to sort out pegawai tinggi dapat berapa, pegawai rendah dapat berapa, boss dapat berapa and such. There must be a complex organisation behind this.  These touts work for someone. 

Imagine if there are 500 cars per day and every car pays an average RM50 Ringgit 'processing fees' that is already RM25,000 per day. What about the lorries and trucks. Say there are 100 lorries and each lorry pays RM200, that is another RM20,000 per day. I think at some of these busy Puspakom centres they can easily pocket RM50,000 or more per day. That is a lot of money. RM1.5 million per month.

When will Puspakom ever clean up its act? I dont think they will. I recall speaking to the former CEO of Puspakom about this issue about three years ago.  I think he has left the position.   

The same crap used to happen with that other service monopoly - the company that has the franchise over calibrating weighing machines. If you took the weighing machine by yourself for calibration, they will not pass your machine. They may even do something to make it "rosak". (This happened to us twice). But if you went through the touts, the machine will pass the calibration test.  After many complaints were made they cleaned up their act a little. But I dont know their latest status.

This is the problem when "service monopolies" are created in a society where the culture of  tutup mata sebelah, malas nak kerja, corruption and other ills are already rampant.  The lure of free and easy money is too strong a temptation to resist. 

There is a simple way to overcome this problem. DO NOT CREATE such service monopolies. 

If the vehicle inspection service has to be privatised, give it to three or four companies. If we wish to further the bumiputra agenda, then give it to three different bumiputras and one non-bumiputra company. And very, very, very importantly their market base must overlap. Meaning they must compete for the same customers. This is very, very important.

No point giving one monopoly for Perak, Kedah, Penang and Perlis and another monopoly for Selangor, Melaka, NS and such. That wont work. 

Allow four different vehicle inspection centres inside Kuala Lumpur, operated by four different companies. The public will have more choice. This will reduce the chances for corruption.

Secondly award these monopolies to entrepreneurs who will also operate the business themselves. 

Has anyone seen Syed Mokhtar Al Bukhary anywhere near a Puspakom vehicle inspection site? Has Syed Mokhtar Al Bukhari ever shaken hands with any of his customers who are waiting for their vehicles to be inspected?   I dont think so.  This operating by absence does not create entrepreneurship at all.  Lets be frank - Puspakom is not going to learn how to compete and survive in the real world. 

Here is a personal message for Tuan Syed Mokhtar Al Bukhary. I hope the dozens if not hundreds of his minions who will read this Blog will sampaikan this message to Tuan Syed Mokhtar Al Bukhary.  

The Star quotes a taxi driver by the name of Mat who said :  "I arrived at the Puspakom centre in Cheras at 5am and my car left the centre about 5pm".

A taxi driver is a poor man. He is already sweating blood driving his taxi eight to 12 hours a day to earn his 'rezeki'. He cannot afford to pay the RM50 or RM100 bribe to the touts. So he has to wait 12 hours. He has lost his income for one day.  If he pays the bribe he still loses his income for one day.  Tuan Syed, macam ini ke cari rezeki halal?  

Tuan Syed, there is a saying called 'the buck stops here'. Maksudnya mesti ada seorang di peringkat atas sekali yang akan bertanggung jawab ke atas segala-gala yang berlaku di bawahnya. That person has to be you. Why? Because everyone knows you are the ultimate boss of Puspakom. 

Without the people inside working "hand in hand" with the touts on the outside, there is no way this type of corrupt practise can thrive.  I hope you will take a personal interest and look into this recurring problem at Puspakom as soon as possible.

Also please look at it another way too - for every single vehicle owner who gets bullied at Puspakom, tak lulus inspection sebab tak bayar duit kepada touts atau orang yang terpaksa bayar duit kepada touts - the BN Gomen loses one vote

So for everyday that this touts problem persists at all your Puspakom inspection centres, the BN loses thousands of votes.  Tuan Syed, kalau BN kalah PRU13 please rest assured that you will be doing what you were doing about 40 years ago.  

So please take a personal interest in this recurring problem and fix it once and for all.  Indications are the general elections are not until March 2013 - so we still have about two months.  That is more than enough time to fix this problem. You can fix this problem in just two days.  

The Pro Pakatan Lying Campaign

I have said before that the Pakatan Rakyat is pretty well penetrated. They are also as porous as a sieve - everything they plot is leaked out to the public. The video recording of that carpet seller is definitely one such example. How did they get that close to the carpet seller to make the recording? Has anyone thought about that? The UMNO boys must be really very smart.

Anyway last week I received an sms saying that beginning January the Pakatan folks are ramping up their psy-war spinning.  Since there are less than three months for the elections, they will be puting out all sorts of lies. (I will try and track them on a weekly basis ok). The sms said that the pro Pakatan folks will be putting out CDs and creating all sorts of stories. 

Well I have not heard of any CDs yet. But just in this past week some really incredible stories have come about.  Here are some of them. 

1. RM207 Billion War Reparations By Japanese Government

The PAS dunggus take the cake when they said that the Japanese Gomen had paid RM207 Billion in war reparations to the Malaysian Government in the 1990s to be given to the workers of the infamous Death Railway in Thailand during WW2. The Pakatan idiots say Dr Mahathir buried the money in a well behind his house or something equally stupid.

Wow! RM207 Billion?? I have a question about this figure later. 

Anyway they played this crap in their Blogs, their websites and their e mail lists (which I also receive ha ha) for the whole week. Then yesterday the Japanese Embassy has denied any such payments. You can read it here.  I say kawan the Japanese have not even apologised for the Nanking Massacre in China where they killed over 200,000 Chinese. Do you think they are going to pay war reparations for railway workers? Not likely isnt it.

Here is my question : where and how did they derive this figure RM207 Billion? I am just curious. Why not RM200 billion, RM350 billion or RM 250 Billion? Why exactly RM207 Billion?

The PAS dunggu who made the claim is an ex Menteri Besar. This is the calibre of their leaders. Then what about their ordinary members? Aiyyo amma !!

2. PM Najib suffered a stroke

This rumour  has been going on for a few days. The PM says he is healthy and normal. He is still flying around 24/7, working his tail off.   You can read the PM's comments here.  There is another ulterior motive to this 'sick' rumour - that the PM is under stress.  

3. The Government coffers are bankrupt

This story has been made up by that Liwat fellow over his morning karipap.  Password : Mokhtar.  Well the kids are getting real RM200 for that smart phone rebate.  The RM500 cash payment is also real - all  our girls in the shop have happily signed up for the RM500.  But that Liwat fellow was a former finance minister. Hasnt he heard of Moody's, Standard & Poors etc who regularly rate Malaysian Government Securities? Our bonds lah. There are a few billion Ringgits worth of the highly sought after Malaysian Government bonds floating around the bond markets in the world. None of them have downgraded our bonds or issued any warnings that the Malaysian Government will not be able to meet its debt obligations. So now let me tell you the secret -  where did Liwat get this idea that the Government was bankrupt? He pulled it out of someone's @$$. 

As we get nearer to the General Elections we are going to hear more of these lies coming out of the Pakatan liars.  

But folks, hold on to your seats. I think the DAP party elections fiasco is going to explode and cover over everything else.  They are certainly going to be lying about that too. This time however they have a serious problem. UMNO does not care (And may I advise all UMNO members NOT to get involved - nanti dia kata UMNO conspiracy pula). But the DAP party members are the ones who are being lied to. Lets see how far up the creek they can swim. 

Breaking News : DAP Grassroots Want Fresh Election

From The Star :  DAP grassroots members want fresh CEC elections

  • PETALING JAYA: A DAP branch chairman has called on the party to declare last month's central executive committee elections null and void 
  • Chi Lung Indah chairman K. Yogasigamany told a press conference that a fresh election would restore the integrity and public confidence in the party.
  • "If not, public perception of fraud and manipulation in the polls to place a Malay in the CEC will linger on. will affect the image, reputation and credibility of the party," 
  • Yogasigamany, who claimed to represent 10 branches, said they had received a lot of calls from the members following the announcement of the amendments to the election results.
  • "The members only come to us as they have no access to the party leadership. We are answerable to them," he said.
  • The amendments resulted in Lim's political secretary, Zairil Khir Johari, moving up from 39th position to 20th which is the last elected position in the CEC.

Well Yogasigamany  first of all you are an Indian. This means Theresa Kok, Guan Eng and Ronnie Liu will not even be able to say your name properly.  Secondly, you are going to get expelled from the party for challenging the Tokong.  
To camouflage the fiasco, they have got Pooi Weng Kong to resign from his temporary post as Election Director. This is just like Shahrizat resigning from her Ministerial post.  She did not resign, she just completed her term as Senator.  Similarly Pooi Weng Kong's job was just a temporary post - over the election period only. It was just a temporary job.   
Anyway there are serious rumblings in the party.  Yogasigamany has used some strong language against the DAP in his Press Conference :  "public perception of fraud and manipulation in the polls".  The Blog  'Stop The Lies'  also thinks that there has been fraud and manipulation in the DAP's party elections. If the DAP wants to effect serious reform they cannot be using dirty tricks and dirty tactics. Supporting a criminal who has been convicted for corrupt abuse of power to arrest and torture a woman for exposing his sexual escapades is just not the right thing to do.  That is a serious boo boo. 
Getting your hands dirtied in land deals in Kelantan, Selangor and Penang is also not the right thing to do. Apa beza sangat kawan? Mana lu punya 'bersih putih'? 
Now this fiasco in the DAP polls. There is a  'public perception of fraud and manipulation in the polls'.  The DAP must come clean on this one.

Lotus Elise For RM175,000 - Hurry Limited Offer Only

I saw this advertisement on the Net  for Lotus Elise in the United Kingdom :   

What - Lotus Elise S 2012
Date - May 2012
Where - Norfolk, England
Price - £36,200
Available - Now

Using a currency converter that works out to about RM175,000. This is closer to the real market price of the Lotus Elise in UK, Europe and the rest of the normal world.

However yesterday's Star reports that a new Lotus showroom has been opened in Kuala Lumpur where the new Lotus Elise S Coupe is priced from RM332,300. That is almost two times the price for the same car in the UK. 

"The Lotus Exige S is longer and wider than the Elise S and is available in two bodystyles - a RM452,030 Roadster version and the RM462,230 Coupe version."  

Well in the UK the Lotus Exige sells on the road for around 52,900 pounds or about RM258,000.  Again that is only half the price paid in the UK.

So I have serious doubts if the Lotus cars are going to be a success in Malaysia at RM332,000 to RM452,000.

We were at Naza Motors a couple of days ago and there was one used Lotus Elise on display there. It is extremely difficult getting into the car. This is just NOT the car to drive your wife to work. The wife will not be able to get into the car. And once you are inside the car, you will not be able to get out either. Even my slimmer and more nimble sons had to negotiate the car. It is a car meant for young people and for the enthusiast (like me). You must really like this car if you want to buy one. 

So the market for this car is going to be very young people or people who are slim and nimble. If you are above 34 (waistline) you will NOT be buying this car.  The question is how many 24 year olds or young people with waistlines below 34 inches can afford  an  RM332,000 car? 

Then there are other cars in the market for RM332,000 or RM452,000. The BMW series (two door and four door). The fantastic Mercedes SLK and CLK class (2 door). As well as the C class Mercedes Benz. These are all cheaper than the Lotus cars.  You can also get a Porsche 911, Porsche Boxster, Porsxche Cayman for less money. Or a Porsche Cayenne SUV. 

Again the people who can usually afford these cars in this expensive price range are people with waistlines above 34 inches or who are much older. They are not the Lotus Elise category of people.

The only way for Lotus to sell their cars in Malaysia and survive is if they price the car at its real market value ie RM150,000 to RM175,000. Only then will those in the 24 years old to 34 inches waistline age group will be able to afford this car.  This is a young people's car lah. Young people dont have that much money.  To the DRB people, please write this down in your diary today - January 9th 2013.  Lets see how many Lotus cars you will be able to sell at the current ridiculous price of RM332,000. I dont think you will succeed.

The Lotus Elise is selling for twice the price in the UK or even in the US.  Surely this is ridiculous.  In the UK their rents are higher, salaries and wages are higher, cost of materials and fuel are higher yet the Lotus Elise is only half the price in the UK compared to Malaysia. 

This is simply not right. The Gomen really has to throw away all these artificial and ridiculous taxes, duties, licensing, AP bullshit and such which makes the price of the cars so expensive in Malaysia. The time has come where the Malaysian public will not take this artificial burden anymore - which only benefits the AP cronies and the other people who have a vested interest in the car market. 

This is not benefiting the rakyat at all.

BTN Sabotage BN ?

Unspinners and ABITW claim that the pro-Anwaristas and pro-ABIMers have infiltrated the Biro Tata Negara and are now furthering their own agendas from within. 

It is an interesting read.  If it is true it simply means that more people are sleeping on the job.
